Answer honestly. The right hire falls out of the answer.
For general VA work, the Philippines has the deeper and more mature bench — two decades of BPO infrastructure, roughly 1.7 million workers, and agencies with real operational maturity. If your bottleneck is admin, hire there and do not overthink it.
